A State seeking Federal technical-services payments must choose an institution or agency to run and coordinate its program. That institution or agency must prepare and submit the required plan and programs.
The Governor of a State seeking Federal payments for an existing or planned technical-services program must, under State law and regulations, designate an institution or agency to administer and coordinate it and to prepare and submit a plan and programs to the Commerce Secretary for approval.
The Governor of any State which wishes to receive Federal payments under this chapter in support of its existing or planned technical services program shall designate, under appropriate State laws and regulations, an institution or agency to administer and coordinate that program and to prepare and submit a plan and programs to the Secretary of Commerce for approval under this chapter.
