15 U.S.C. § 9804 — Travel and tourism strategy

At least once every 10 years, the Secretary of Commerce must submit Congress a 10-year travel and tourism strategy. It must set visitor and commerce goals, identify needed resources, and recommend necessary legal or regulatory changes.
At least once every 10 years, the Secretary of Commerce, after consulting the United States Travel and Tourism Advisory Board, the Tourism Policy Council, the Secretary of State, and the Secretary of Homeland Security, must develop and submit Congress a 10-year travel and tourism strategy. The strategy must include: (1) goals for the annual number of international visitors to the United States and the annual amount of travel and tourism commerce during the 10 years; (2) resources needed to reach those goals; and (3) recommendations for statutory or regulatory changes needed to reach them.
Not less frequently than once every 10 years, the Secretary of Commerce, in consultation with the United States Travel and Tourism Advisory Board, the Tourism Policy Council, the Secretary of State, and the Secretary of Homeland Security, shall develop and submit to Congress a 10-year travel and tourism strategy, which shall include—
the establishment of goals with respect to the number of annual international visitors to the United States and the annual amount of travel and tourism commerce in the United States during such 10-year period;
the resources needed to achieve the goals established pursuant to paragraph (1); and
recommendations for statutory or regulatory changes that would be necessary to achieve such goals.
