The Register of Copyrights may issue regulations to administer the Register’s duties under this title. The Librarian of Congress must approve those regulations.
The Register of Copyrights may establish regulations for carrying out the functions and duties assigned to the Register under this title, but the regulations may not conflict with law. The Librarian of Congress must approve every regulation the Register establishes under this title.
The Register of Copyrights is authorized to establish regulations not inconsistent with law for the administration of the functions and duties made the responsibility of the Register under this title. All regulations established by the Register under this title are subject to the approval of the Librarian of Congress.
