2 U.S.C. § 1104 — Purposes and authority of Center

(a) The Center's purposes are—

(1) to increase awareness of the importance of public service; help young people in the United States understand public service's role in the country's development; and promote public service as a career;

(2) to give elected state and local officials and state and local government employees training and development opportunities so they can perform their public duties more effectively and efficiently and prepare for greater public-service opportunities; and

(3) to give training and development opportunities to congressional employees who play key roles in helping Members of Congress serve the people of the United States.

(b) Consistent with this chapter, the Center^* may develop programs, activities, and services it considers appropriate to carry out this chapter. This includes—

(1) educational programs for secondary and post-secondary schools and colleges that are designed to improve students' attitudes toward public service; encourage public service as a career goal; improve understanding of the important role public-service workers have played in the United States' growth and development; and foster civic responsibility among young people in the United States;

(2) programs to improve the skills of state and local public-service employees and elected officials; make those officials more productive and effective; and prepare those employees and officials for greater public-service responsibilities;

(3) congressional staff training programs to help congressional staff perform their duties more effectively and efficiently;

(4) media and telecommunications production capabilities to help the Center expand its programs throughout the United States; and

(5) library and research facilities to collect and compile research materials for the Center's programs.

(c) The Board^* of Trustees must decide which programs under this chapter have priority and how much money to allocate to them.
