Capitol Police and civilian-support payroll must be administered together by one disbursing authority under a plan approved by both specified congressional committees.
(a) Payroll administration for the Capitol Police and its civilian support personnel must be handled on a unified basis by one disbursing authority. The Capitol Police Board must arrange this by contract or another method, with joint approval from the House Committee on House Oversight and the Senate Committee on Rules and Administration.
Payroll administration for the Capitol Police and civilian support personnel of the Capitol Police shall be carried out on a unified basis by a single disbursing authority. The Capitol Police Board, with the approval of the Committee on House Oversight of the House of Representatives and the Committee on Rules and Administration of the Senate, acting jointly, shall, by contract or otherwise, provide for such unified payroll administration.
