2 U.S.C. § 1964 — Security systems for Capitol buildings and grounds

(a)(1) Effective October 1, 1995, unspent balances described in paragraph (2) were transferred to the Capitol Police’s general-expenses appropriation for designing and installing security systems for the Capitol buildings and grounds. (2) The balances were the unspent security-installation appropriations under the listed 1995 Legislative Branch Appropriations Act headings, including prior-year and current-year balances, and the unspent appropriation for an improved security plan transferred to the Architect by the 1989 Act. (b) Effective October 1, 1995, responsibility for designing and installing Capitol security systems transferred from the Architect of the Capitol to the Capitol Police Board. The work must be directed by the House Committee on House Oversight and Senate Committee on Rules and Administration and is exempt from 41 U.S.C. § 6101. From that date, any required structural, mechanical, or architectural alteration may be made only with the Architect’s approval. (c)(1) Effective October 1, 1995, the positions in paragraph (2), and the people permanently holding them immediately before that date as identified by the Architect, transferred to the Capitol Police. (2) These were positions that immediately before that date were under the Architect, in the Office’s Electronics Engineering Division, and related to designing or installing Capitol security systems. (3) Each transferred person kept, without adjustment, all annual and sick leave credited immediately before the transfer.
