2 U.S.C. § 29a — Early organization of House of Representatives

(a) Caucus or conference for incumbent Members reelected to and Members-elect of ensuing Congress; time and procedure for calling (1) After consulting the Speaker, the House majority leader or minority leader may, at any time during an even-numbered year, call a caucus or conference of all incumbent party Members reelected to the next Congress, plus all other Members-elect of that party — to take steps toward promptly organizing that party's members and members-elect for the next Congress. (2) If a leader calls this caucus or conference, they must file written notice with the Clerk of the House naming the date it will convene. The Clerk must then notify each Member-elect of that party as soon as possible after the election. (3) If the office of majority leader or minority leader becomes vacant during an even-numbered year and remains unfilled, the chairman of that party's caucus or conference for the current Congress may instead call an organizational caucus, by filing the same kind of written notice. (b) Payment and reimbursement for travel and per diem expenses for Members attending caucus or conference; exceptions; regulations governing payments and reimbursements; reimbursement vouchers (1)(A) Each Member-elect who is not an incumbent being reelected, and who attends a caucus called under (a), is paid for one round trip between their home district and Washington, D.C., to attend it. Incumbent Members reelected to the next Congress get the same, but only for a caucus convening after the current Congress adjourns sine die (officially ends). Payment is made through a transportation request form the House Finance Office issues before the caucus. (B) Each Member-elect (again, other than a reelected incumbent) who attends is also reimbursed, on a per diem or other basis, for expenses connected with attending. (2) These payments and reimbursements to Members-elect follow the regulations the Committee on House Oversight prescribes for Members' travel and other expenses, and are paid on special voucher forms that Committee prescribes. (c) Availability of applicable accounts of House The House's applicable accounts are made available to carry out the purposes of this section. (d) Orientation programs for new Members With the approval of the majority leader (for a Member or Member-elect of the majority party) or the minority leader (for one of the minority party), subsections (b) and (c) apply the same way to attending a new-member orientation program run by the Committee on House Administration as they apply to attending the organizational caucus or conference.
