This section withholds U.S. shares for specified programs, requires review and reporting, and states exceptions for IAEA and UNICEF.

(a) Covered programs. No funds authorized by this part may pay the U.S. share of programs for Burma, North Korea, Syria, Iran, Cuba, or the Palestine Liberation Organization, projects benefiting that organization or associated entities, or, at the President’s discretion, the Communist countries listed in 22 U.S.C. § 2370(f). (b) Review and report. The Secretary of State must review at least yearly the budgets and accounts of every organization receiving these funds and report to Congress each organization’s spending for subsection (a) purposes and the U.S. contribution. (c) Exceptions. (1) The limit does not apply to contributions to the IAEA or UNICEF. (2) For IAEA funds, the limit does apply to its Cuba programs, except that it does not apply to discontinuing, dismantling, or safely inspecting nuclear facilities or materials, or inspections preventing nuclear-weapons development by a listed country. That exception does not cover the Juragua plant or Pedro Pi center unless Cuba ratifies one of the specified treaties, negotiates full-scope IAEA safeguards within two years after ratification, and adopts internationally accepted nuclear-safety standards. (d) Iran. Despite subsection (c), if the Secretary finds that IAEA programs in Iran conflict with U.S. nonproliferation or safety goals, provide weapons-related training or expertise, or hide acquisition of sensitive technology, subsection (a)’s limit applies. The Secretary must notify the specified committees. The finding lasts one year from its date.
