22 U.S.C. § 304 — Biannual report on overseas capital construction projects

(a) In general — No later than 180 days after December 27, 2021, and every 180 days after that until four years after that date, the Secretary must submit to the appropriate congressional committees, and to the Senate and House Appropriations Committees, a comprehensive report on all ongoing overseas capital construction projects and major embassy security upgrade projects. (b) Contents — Each report required under subsection (a) must include, for every ongoing project: (1) the initial cost estimate specified in the proposed allocation of capital construction and maintenance funds required by the Appropriations Committees; (2) the current cost estimate; (3) the value of every request for equitable adjustment the Department has received to date; (4) the value of every certified claim the Department has received to date; (5) how much of the project's contingency fund has been used to date, and how much of it remains; (6) a list of every request for adjustment and certified claim still outstanding or unresolved; (7) a list of every request for equitable adjustment and certified claim that has been fully decided or that the Department has settled, and the final dollar amount of each; (8) the estimated completion date specified in the proposed allocation of funds, due no later than 45 days after the relevant appropriations act is enacted; and (9) the current estimated completion date. (c) Initial report — The first report required under subsection (a) must include an extra section covering all embassy construction projects and major embassy security upgrade projects completed during the 10-year period ending December 16, 2016. For each of those completed projects, the report must include: (1) the initial cost estimate; (2) the amount actually spent on the project; (3) any extra time needed to complete the project beyond the original schedule; and (4) any cost overruns the project incurred.
