22 U.S.C. § 3241 — Congressional declaration of policy

The United States is committed to continued strong support for the Treaty on the Non-Proliferation of Nuclear Weapons, a stronger and more effective International Atomic Energy Agency, and a comprehensive Agency safeguards system to deter proliferation. The United States must seek to act with other nations to (a) strengthen the IAEA safeguards program and provide funds, technical resources, and other support; (b) ensure the IAEA has resources to carry out Article XII of its statute; (c) improve safeguards, including accountability, to ensure (1) timely detection of possible diversion of source or special nuclear material usable in nuclear explosive devices, (2) timely sharing of information about diversion, and (3) timely use of internationally agreed procedures after diversion; (d) ensure the IAEA promptly receives data needed for an effective comprehensive safeguards program and promptly informs the world community of evidence that a safeguards agreement it joined was violated; and (e) encourage the IAEA, as far as consistent with its statute, to give nuclear-material and equipment suppliers the data needed to assure them that bilateral commitments covering the supply are being followed.
