22 U.S.C. § 9562 — Statement of policy

(a) Sense of Congress. Congress believes the United States has economic and national-security interests in helping European and Eurasian countries achieve energy security by diversifying their energy sources and supply routes. (b) Statement of policy. United States policy is— (1) to advance foreign-policy and development goals by helping those countries reduce dependence on energy from countries that use that dependence for improper political influence, such as the Russian Federation; (2) to promote allies' and partners' energy security by encouraging accessible, transparent, competitive markets with diverse energy sources, types, and routes; (3) to encourage United States public and private investment in European energy infrastructure in a way that bridges security needs and commercial demand while matching the region's ability to absorb investment; and (4) to help export United States energy resources, technology, and expertise to world markets in ways that benefit allies' and partners' energy security, including in Europe and Eurasia.
