This law lets the Secretary of the Interior allow state or local governments to build public highways through Indian reservations or allotted Indian land. The Secretary can require conditions before granting permission. It doesn't apply to land already fully transferred to an individual Indian owner with full rights to sell it.
The Secretary* of the Interior can give permission to a state or local government to open and build public highways, following the laws of the state or territory involved. This applies to highways running through an Indian reservation, or through land that was allotted to an individual Indian but hasn't yet been fully conveyed to that person with complete power to sell it. The Secretary can set whatever requirements are deemed necessary before granting this permission.
The Secretary* of the Interior is authorized to grant permission, upon compliance with such requirements as he may deem necessary, to the proper State or local authorities for the opening and establishment of public highways, in accordance with the laws of the State or Territory in which the lands are situated, through any Indian reservation or through any lands which have been allotted in severalty to any individual Indian under any laws or treaties but which have not been conveyed to the allottee with full power of alienation.
