Only qualifying employment, training, workforce, self-sufficiency, and related programs may be integrated into a tribal plan, including eligible block-grant programs. After plan approval, the Secretary and listed officials must authorize coordinated consolidation of the Federal services and funds.

(a)(1) A plan under section 3407 may integrate only programs (A) for (i) job training; (ii) welfare-to-work and tribal work experience; (iii) creating or improving employment opportunities; (iv) skill development; (v) helping Indian youth and adults succeed in work; (vi) self-sufficiency; (vii) familiarizing participants with work; (viii) creating jobs; (ix) economic development; or (x) related services; and (B) under which a tribe or its members are eligible for funds under a statutory or administrative formula or because of Indian status, or have obtained funds through a noncompetitive process or specific designation. (2) Block-grant-funded programs provided to a tribe are eligible regardless of whether the grant benefits the tribe or beneficiaries because of Indian status. (b) After approving a tribe’s or tribal organization’s section 3407 plan, the Secretary, cooperating with the listed department heads and Attorney General, must authorize the tribe or organization to coordinate, under the plan, federally funded employment, training, and related programs and funding in one consolidated, comprehensive program.
