This law sets up the leadership of the Office of Management and Budget. It creates the Director, Deputy Director, Deputy Director for Management, three Assistant Directors, and up to six more officers, all appointed under different rules. It also says who takes over when the Director and Deputy Director can't serve.

(a) The Director of the Office of Management and Budget runs the Office. The President appoints the Director, with the Senate's approval, and the Director manages the Office under the President's direction. (b) The Office also has a Deputy Director, appointed by the President with Senate approval. The Deputy Director carries out the duties the Director assigns, and acts as Director whenever the Director is absent, unable to serve, or the position of Director is vacant. (c) The Office has a Deputy Director for Management, also appointed by the President with Senate approval. This person is the chief official in charge of financial management for the federal government. (d) The Office has three Assistant Directors, who carry out whatever duties and powers the Director assigns them. (e) The Office may have up to six more officers. The Director appoints each one through the competitive civil service, with the President's approval, and each one carries out the duties the Director assigns. The Director decides each officer's title. (f) If both the Director and Deputy Director are absent, unable to serve, or their offices are vacant, the President may designate another officer of the Office to act as Director.
