The Administrator, the Secretary, and the Coast Guard Department Secretary may issue regulations they consider appropriate to carry out this subchapter.
To carry out the responsibilities and authority given by this subchapter, the Administrator, the Secretary, and the Secretary of the department in which the Coast Guard operates may issue regulations they consider appropriate.
In carrying out the responsibilities and authority conferred by this subchapter, the Administrator, the Secretary, and the Secretary of the department in which the Coast Guard is operating are authorized to issue such regulations as they may deem appropriate.
