33 U.S.C. § 467j — Authorization of appropriations

(a) National dam safety program (1) Annual amounts: Congress authorized FEMA $9,200,000 for each of fiscal years 2019 through 2028, to carry out sections 467e (federal guidelines), 467f (national dam safety program), and 467h (reports) — on top of any similar money from other laws and the amounts described in (b) through (e) below — and that money stays available until spent. (2) Allocation: (A) In general — subject to (B) and (C), each year's money for carrying out section 467f is split among states this way: (i) one-third split among states that qualify for help under section 467f(e); (ii) two-thirds split among those same states, in proportion to (I) the number of state-regulated dams that state has on the dam and low-head-dam inventory kept under section 467d, compared to (II) the number of such dams across all qualifying states. (B) Maximum amount — a state's allocation for a year can't be more than 4 times what that state itself committed to dam safety work that year. (C) Determination — the Administrator and the Board decide the actual amounts each state gets. (b) National inventory of dams and low-head dams Congress authorized $500,000 for each of fiscal years 2019 through 2028 to run the dam inventory under section 467d. (c) Public awareness Congress authorized $1,000,000 for each of fiscal years 2019 through 2028 for the public awareness work under section 467g–2. (d) Research Congress authorized $1,450,000 for each of fiscal years 2019 through 2028 for the research work under section 467g, staying available until spent. (e) Dam safety training Congress authorized $750,000 for each of fiscal years 2019 through 2028 for training under section 467g–1. (f) Staff Congress authorized $1,000,000 for each of fiscal years 2019 through 2028 for FEMA to hire the extra staff needed to carry out sections 467f through 467g–1. (g) Limitation on use of amounts None of this subchapter's money can be used to build or repair any federal or non-federal dam.
