This section assigns the Administrator duties for Federal juvenile-justice planning, coordination, advice, evaluation, information gathering, delegation, and use of other agencies’ services. It also requires planning and coordination with the Council and coordination with the Secretary of Health and Human Services.

(a) Implementation of policy by Administrator; consultation with Council and Advisory Committee
(1) The Administrator must set objectives and priorities and create a long-term plan to improve the juvenile justice system in the United States. The Administrator must consider scientific knowledge about adolescent development and behavior and about how delinquency-prevention programs and juvenile-justice interventions affect adolescents. The Administrator must carry out overall policy and a strategy for that plan for all Federal juvenile-delinquency programs and activities involving prevention, diversion, training, treatment, rehabilitation, evaluation, and research. In carrying out these duties, the Administrator must consult the Council.
(2)(A) The plan must:
(i) set specific goals and criteria for grants and contracts, research, and other activities under this subchapter; and
(ii) provide for coordinating programs and activities under this subchapter with all other Federal juvenile-delinquency programs and activities, including joint-funding proposals that the Administrator will coordinate.
(B) The Administrator must review the plan every year, revise it as appropriate, and publish it in the Federal Register during the 30-day period ending October 1 of each year.
(b) Duties of Administrator
To carry out the purposes of this chapter, the Administrator must:
(1) advise the President, through the Attorney General, about matters involving federally assisted juvenile-delinquency programs and Federal juvenile-delinquency policies;
(2) help operating agencies that are directly responsible for preventing and treating juvenile delinquency develop and issue regulations, guidelines, requirements, criteria, standards, procedures, and budget requests that follow the policies, priorities, and objectives set by the Administrator;
(3) conduct and support evaluations and studies of the performance and results of Federal juvenile-delinquency programs and activities;
(4) carry out Federal juvenile-delinquency programs and activities among Federal departments and agencies, and coordinate them with other Federal programs and activities that the Administrator determines may importantly affect the success of the entire Federal juvenile-delinquency effort;
(5) within 1 year after December 21, 2018, and after consulting Indian Tribes, develop a policy for the Office of Juvenile Justice and Delinquency Prevention to work with representatives of Indian Tribes that have a criminal-justice function on carrying out this chapter’s provisions about Indian Tribes;
(6)(A) for each fiscal year, develop and publish in the Federal Register for public comment a proposed comprehensive plan describing the particular activities the Administrator intends to carry out under parts D and E during that fiscal year. The plan must describe in detail the activities designed to meet the requirements of parts D and E.
(B) After considering comments received during the 45-day period beginning when the proposed plan is published, the Administrator must develop and publish a final plan before December 31 of that fiscal year. The final plan must describe the particular activities the Administrator intends to carry out under parts D and E during that fiscal year and, in detail, the activities designed to meet the requirements of parts D and E; and
(7) provide for audits of the systems required under section 11133(a)(14) of this title to monitor compliance.
(c) Information, reports, studies, and surveys from other agencies
Through appropriate authority, the Administrator may require Federal departments and agencies involved in any activity concerning a Federal juvenile-delinquency program to provide information that may be appropriate to prevent duplicated efforts and coordinate activities related to preventing juvenile delinquency.
(d) Delegation of functions
Only the Administrator may delegate the Administrator’s functions under this chapter.
(e) Use of services and facilities of other agencies; reimbursement
Under appropriate agreements, the Administrator may use the services and facilities of any Federal agency or any other public agency or institution. The Administrator may pay for those services in advance or reimburse the provider, as agreed.
(f) Coordination of Administrator’s and Secretary of Health and Human Services’ functions
As appropriate, all of the Administrator’s functions under this subchapter must be coordinated with the functions of the Secretary of Health and Human Services under subchapter III of this chapter.
