This section defines "joint resolution" for the purposes of the rules on dissolving the corporation's board or ending a national governing body's status. Such a resolution must have no preamble, and its exact title and wording are spelled out here — either a resolution to dissolve the corporation's board (which must also set out a fair plan for rebuilding the board while protecting athletes' voting power) or a resolution to end a specific organization's status as a national governing body.

This section has no lettered subsections but is built around two defined forms of a "joint resolution," used elsewhere in this subchapter. Such a resolution must have no preamble, and must take one of these two exact forms: (A) A resolution to dissolve the corporation's board of directors: its title must read exactly "A joint resolution to dissolve the board of directors of the United States Olympic and Paralympic Committee," and the text after the resolving clause must say that Congress finds dissolving the board wouldn't unduly interfere with the corporation's operations, and must also lay out an adequate, reasonably fast plan for rebuilding the board — a plan that protects the membership and voting power of amateur athletes' representatives at all times, matching what section 220504(b)(2) already guarantees them. (B) A resolution to end a national governing body's status: its title must read exactly "A joint resolution relating to terminating the recognition of a national governing body," and the text after the resolving clause must say Congress has determined that the named organization — certified as a national governing body under section 220521 — failed to fulfill its duties under section 220524, with that organization's name filled into the blank.
