38 U.S.C. § 3541 — Entitlement to special restorative training

The Secretary may decide whether an eligible person needs special restorative training and prescribe a suitable course. The Secretary may extend the normal entitlement period when more help is needed for that training.
(a) At an eligible person’s request, the Secretary* may decide whether the person needs special restorative training*. If the person needs it, the Secretary may prescribe a suitable course. At the Secretary’s discretion, the course may include parts that help the person eventually reach an education program’s goal.
(b) Total educational assistance under this subchapter and the other subchapters of this chapter may not exceed the entitlement established by section 3511 of this title. However, the Secretary may extend the period for a person if the Secretary finds that more assistance is needed to accomplish the purpose of special restorative training described in subsection (a).
The Secretary* at the request of an eligible person* is authorized—
to determine whether such person is in need of special restorative training*; and
where need is found to exist, to prescribe a course which is suitable to accomplish the purposes of this chapter.
Such a course, at the discretion of the Secretary, may contain elements that would contribute toward an ultimate objective of a program of education*.
The total period of educational assistance under this subchapter and other subchapters of this chapter may not exceed the amount of entitlement as established in section 3511 of this title, except that the Secretary may extend such period in the case of any person if the Secretary finds that additional assistance is necessary to accomplish the purpose of special restorative training as stated in subsection (a) of this section.
