40 U.S.C. § 17503 — Data collection

(a) Cost identification and analysis. The head of each executive agency must build a system to identify, collect, and analyze data on all costs, including obligations and outlays, the agency spends operating, maintaining, acquiring, and disposing of motor vehicles. This covers vehicles the government owns or leases, and privately owned vehicles used for official business. (b) Requirements for data systems. (1) Scope of requirements. Working with the Comptroller General and the Director of the Office of Management and Budget, the Administrator of General Services must set the rules agencies follow when building and running the systems required by subsection (a), including rules on vehicle cost and use data and on collecting and submitting that data uniformly. (2) Conformity with principles and standards. These rules must match accounting principles and standards the Comptroller General sets. Every executive agency must follow them.
