This law lets the Administrator of General Services hire and pay staff, temporary experts, or borrowed personnel from other agencies to run GSA's programs. The Administrator can also send field staff to Washington, D.C. for short stints of 30 days or less. Employees on those short D.C. assignments can't collect subsistence expenses.

(a) Appointment and Compensation. The Administrator of General Services can hire staff and set their pay - following the civil-service rules in chapters 33 and 51 and part of chapter 53 of Title 5 - to carry out chapters 1, 3, and 5 of this title, plus most of division C of subtitle I of Title 41 (except a short list of specific sections).

(b) Temporary Employment. The Administrator can also bring on temporary or part-time experts or consultants, under section 3109 of Title 5, whenever needed to carry out those same chapters.

(c) Personnel From Other Agencies. Despite section 973 of Title 10 or any other law, the Administrator can use personnel - including military personnel - borrowed from another federal agency, as long as that agency's head agrees.

(d) Detail of Field Personnel to District of Columbia. The Administrator can send GSA field employees to Washington, D.C. for temporary duty, but never more than 30 days at a time. Employees on this kind of D.C. assignment cannot be paid subsistence or similar expenses.
