41 U.S.C. § 1312 — Functions

(a) Principal forum. The Chief Acquisition Officers Council is the main forum among Federal agencies for monitoring and improving the Federal acquisition system.
(b) Functions. The Council must perform functions that include:
(1) Developing recommendations for the Director of the Office of Management and Budget about Federal acquisition policies and requirements.
(2) Sharing experiences, ideas, best practices, and innovative approaches related to Federal acquisition.
(3) Helping the Administrator identify, develop, and coordinate projects involving multiple agencies and other innovative efforts to improve Federal acquisition.
(4) Promoting effective business practices that ensure the Federal Government receives best-value products on time and that achieve appropriate public-policy goals.
(5) Furthering integrity, fairness, competition, openness, and efficiency in the Federal acquisition system.
(6) Working with the Office of Personnel Management to assess and address the Federal Government’s acquisition-related hiring, training, and professional-development needs.
(7) Working with the Administrator and the Federal Acquisition Regulatory Council to promote the business practices in paragraph (4) and other results of the functions performed under this subsection.
