The Commissioner may provide training, research, publications, staff support, and program evaluations for state bodies under this law, and must report yearly to Congress. The Commissioner can use other agencies' services and pay for them. The Secretary may hold back up to 10 percent of yearly funding for administrative costs.

(a) Duties of the Commissioner. The Commissioner can do six things under this part of the law: (1) give advice, technical help, and short training sessions to the independent state bodies; (2) do research and test programs; (3) collect, write, publish, and share special educational materials, including reports on funded projects; (4) give staff and technical help to the Council; (5) check how well the programs are working and publish those results regularly; and (6) within 180 days after each fiscal year ends, write and send a report to the President and to the heads of two congressional committees about the program's activities. (b) Using outside services. If the Commissioner makes an agreement with another federal agency or a nonprofit or public organization, the Commissioner can use that agency's services and facilities to help do the duties listed in (a). The Commissioner can pay for these services and facilities either ahead of time or by paying the organization back later, as the agreement says. (c) Holding back funds. Each year, the Secretary may keep back up to 10 percent of the total money given to carry out this chapter. That money pays for salaries and expenses of the Administration on Children, Youth, and Families for running this chapter.
