42 U.S.C. § 12561a — Campuses of Service

(a) In general. After consulting the Secretary of Education, the Corporation may annually designate no more than 25 institutions of higher education as Campuses of Service, chosen from among institutions nominated by State Commissions. (b) Applications for nomination. (1) To be nominated, and have a chance at the funding in subsection (d), an institution must submit an application to its State Commission, in the time, manner, and with the information the Commission requires. (2) At minimum, the application must specify: (A) the number of undergraduate — and, if applicable, graduate — service-learning courses offered in the most recent full academic year, and the number and percentage of students enrolled in them; (B) the percentage of undergraduate — and, if applicable, graduate — students engaging in community service activities (as defined in the Higher Education Act) during that year, the quality of those activities, and the average time per student spent on them; (C) the percentage of the institution's Federal work-study funds used, that year, to compensate students providing community services, and a description of the institution's efforts to make such paid opportunities available; (D) at the institution's discretion, information showing how many recent and total graduates obtained full-time public service employment in the nonprofit sector or government; and (E) any programs the institution has to encourage or help graduates pursue public service careers. (c) Nominations and designation. (1) A State Commission that receives applications may nominate, for designation, no more than 3 institutions: (A) no more than one 4-year public institution; (B) no more than one 4-year private institution; and (C) no more than one 2-year institution — and must submit the name and application of each nominee to the Corporation. (2) The Corporation must designate no more than 25 institutions total from among all the nominees, and, if feasible, must designate a mix of the different types of institutions described in paragraph (1). (d) Awards. (1) Using sums reserved under section 12681(a)(1)(C) for Campuses of Service, the Corporation must give award funds to designated institutions, to be used to develop or disseminate service-learning models and best practices to other institutions of higher education. (2) To be eligible for these funds, a designated institution must submit a plan describing how it intends to use the funds for that purpose. (3) The Corporation decides how the Campuses of Service funds for a fiscal year are allocated among institutions with acceptable plans, considering the number of students at the institution, the quality and scope of its plan, and its current strategies for encouraging or helping students pursue public service careers.
