in plain englishAI-generated · not legal advice

By March 1995 and again by March 1997, the Secretary must send Congress a technical and policy analysis. It must evaluate progress toward the replacement-fuel goals and the availability of fuels and vehicles. The public gets to comment before it's finalized.

(a) Requirement: No later than March 1, 1995, and again by March 1, 1997, the Secretary must prepare a technical and policy analysis and send it to the President and Congress. The Secretary must use the analytical resources of the Energy Information Administration and any other Department of Energy offices the Secretary thinks are appropriate. (b) Purposes: This analysis must rely on the best available data the Secretary can get under section 13253 of this title, or elsewhere, plus experience gained under this subchapter and other laws about developing and using replacement fuels and alternative-fuel vehicles. It must evaluate: (1) the progress made toward the goals in section 13252(b)(2) of this title, as those goals may have been changed under section 13254 of this title; (2) how much replacement fuels and alternative-fuel vehicles actually have, or could, reduce U.S. reliance on imported oil, measured against those goals; and (3) how much domestic replacement fuels, dedicated vehicles, and dual-fueled vehicles actually are, or could be, available. (c) Publication: Before sending the analysis to the President and Congress, the Secretary must publish a proposed version in the Federal Register and let the public comment. Those comments must be kept so they can be used in the rulemaking process under section 13257 of this title.
