42 U.S.C. § 16294 — Research and development for coal mining technologies

This section directs the Energy Secretary to run a coal mining technology research program with industry and universities. The research must target coal contaminants, methane detection and recovery, and horizontal drilling, and it must grow mining research capacity at colleges.
(a) Setting up the program. The Secretary* must run a research and development program on coal mining technologies.
(b) Working together. The Secretary must cooperate with relevant federal agencies, coal producers, trade groups, equipment makers, universities with mining engineering programs, and other relevant groups.
(c) What the research must cover. The program's activities must: (1) follow priorities set by the Mining Industry of the Future Program and National Academy of Sciences reports on mining; (2) explore how to reduce contaminants in mined coal, including developing electromagnetic wave imaging to see ahead of mining operations; (3) develop and test coal-bed electromagnetic imaging, spectroscopic analysis, and horizontal drilling techniques, in order to: (A) find areas with high coal gas content; (B) recover methane more efficiently; (C) prevent domestic coal reserves from spoiling; and (D) reduce water disposal from methane extraction; and (4) expand mining research capability at colleges and universities.
The Secretary* shall carry out a program for research and development on coal mining technologies.
In carrying out the program, the Secretary shall cooperate with appropriate Federal agencies, coal producers, trade associations, equipment manufacturers, institutions of higher education with mining engineering departments, and other relevant entities.
The research and development activities carried out under this section shall—
be guided by the mining research and development priorities identified by the Mining Industry of the Future Program and in the recommendations from relevant reports of the National Academy of Sciences on mining technologies;
include activities exploring minimization of contaminants in mined coal that contribute to environmental concerns including development and demonstration of electromagnetic wave imaging ahead of mining operations;
develop and demonstrate coal bed electromagnetic wave imaging, spectroscopic reservoir analysis technology, and techniques for horizontal drilling in order to—
identify areas of high coal gas content;
increase methane recovery efficiency;
prevent spoilage of domestic coal reserves; and
minimize water disposal associated with methane extraction; and
expand mining research capabilities at institutions of higher education.
