To get a grant or contract under this nursing workforce subchapter, an organization must apply to the Secretary. The application needs a project plan, performance standards tied to national nursing goals, and a description of the group's partnerships.

(a) In general. To be eligible for a grant or contract under this subchapter, an eligible entity must prepare and submit an application to the Secretary. The application must meet this section's requirements, following whatever timing, format, and information the Secretary requires. (b) Plan. The application must include the applicant's plan for running its project with the money it receives. This plan must fit with relevant federal, state, or regional program plans. (c) Performance outcome standards. The application must state the performance outcome standards the funded project will be measured against. These standards must address real national nursing needs the project will meet, and explain how the project fits with the goals in a named section. Once an entity gets a grant or contract, it must actually meet the standards it put in its application. (d) Linkages. The application must describe the connections the funded project will build with relevant education and health care organizations, including training programs for other health professionals where appropriate.
