This section authorizes specified appropriations for grants to States developing and carrying out authorized hazardous-waste programs. It describes how the Administrator allocates the money and what activities grants may support.

(a) Authorization of appropriations. The following amounts are authorized to be appropriated for grants to States developing and carrying out authorized State hazardous-waste programs: $25,000,000 for each of fiscal years 1978 and 1979; $20,000,000 for fiscal year 1980; $35,000,000 for fiscal year 1981; $40,000,000 for fiscal year 1982; $55,000,000 for fiscal year 1985; $60,000,000 for fiscal year 1986; $60,000,000 for fiscal year 1987; and $60,000,000 for fiscal year 1988.
(b) Allocation. The Administrator must allocate the authorized amounts among the States under regulations issued after consulting the States. The regulations must consider how much hazardous waste is generated, transported, treated, stored, and disposed of in each State; how much people and the environment in each State are exposed to that waste; and other factors the Administrator considers appropriate.
(c) Activities included. State hazardous-waste programs eligible for grants may include, but are not limited to, planning for hazardous-waste treatment, storage, and disposal facilities and developing and carrying out programs to protect health and the environment from inactive facilities that may contain hazardous waste. This section does not define “authorized State hazardous-waste program.”
