The Secretary must issue patents or other conveyance documents after disposing of public land under the Act. Those documents must contain terms needed to protect proper land use and the public interest, subject to stated exceptions and limits.

The Secretary must issue every patent or other conveyance document after a disposal authorized by this Act. Except for land exchanges, which are governed by section 1716(b) of this title, the Secretary must put in the document the terms, promises, conditions, and reservations the Secretary considers necessary to ensure proper land use and protect the public interest. A conveyance with those terms does not excuse the recipient from following applicable Federal or State law or State land-use plans. The Secretary also may not convey public land with terms or conditions that, when the conveyance occurs, would violate a law or regulation under State or local land-use plans or programs.
