47 U.S.C. § 1203 — Research and development

(a) The Homeland Security Under Secretary for Science and Technology, consulting the NIST director and FCC chairman, must establish a research, development, testing, and evaluation program based on the Advisory Committee’s recommendations under section 1202(a). It supports technologies increasing the number of commercial mobile devices that can receive emergency alerts. (b) The program must (1) fund work at academic institutions, private entities, government laboratories, and other appropriate entities; and (2) at minimum address (A) innovative technology for geographically targeted public emergency alerts and (B) research on understanding and improving public response to warnings.
