Amtrak must run a national rail passenger system. It must connect this system to existing and new regional and other intermodal passenger services.
Amtrak must operate a national rail passenger transportation system. This system must tie together rail passenger services that already exist in different regions, new regional rail services that are just getting started, and other kinds of passenger transportation that connect with different modes of travel (intermodal service).
Amtrak shall operate a national rail passenger transportation system which ties together existing and emergent regional rail passenger service and other intermodal passenger service.
