49 U.S.C. § 41902 — Schedules for certain transportation of mail

(a) Requirement. Except as sections 41905 of this title and 5402 of title 39 allow, an airline can only carry mail by air between places in Alaska on a schedule that the Postal Service has designated or required under subsection (c). (b) Statements on Places and Schedules. Every airline must file a statement with the Postal Service showing: (1) which places in Alaska it's authorized to carry mail between; (2) every regular flight schedule it runs between those places, and every change to those schedules; and (3) for each schedule, which places it serves and its arrival and departure times at each place. (c) Designating and Additional Schedules. The Postal Service can (1) pick any of an airline's filed schedules to carry mail between the places the airline is certified for; and (2) require the airline to set up additional schedules for carrying mail between those places. (d) Changing Schedules. A schedule the Postal Service has designated or required can only be changed after 10 days' notice, filed the same way as under subsection (b)(2). The Postal Service can reject a proposed schedule change, or amend or modify the schedule or the proposed change itself.
