49 U.S.C. § 44301 — Definitions

This section defines three terms for this chapter. "American aircraft" means a U.S. civil aircraft, or one made available to a government. "Aircraft manufacturer" means a company mostly owned by U.S. citizens that makes aircraft or engines. "Insurance carrier" means a person authorized to do aviation insurance business in a state.
In this chapter—
“aircraft manufacturer” means any company or other business entity, the majority ownership and control of which is by United States citizens, that manufactures aircraft or aircraft engines.
“American aircraft” means—
a civil aircraft of the United States; and
an aircraft owned or chartered by, or made available to—
the United States Government; or
a State, the District of Columbia, a territory or possession of the United States, or a political subdivision of the State, territory, or possession.
“insurance carrier” means a person authorized to do aviation insurance business in a State, including a mutual or stock insurance company and a reciprocal insurance association.
