49 U.S.C. § 60302 — User fees for underground natural gas storage facilities

(a) In General — A fee applies to anyone operating an underground natural gas storage facility covered by section 60141. It must be collected before the end of the fiscal year it applies to. (b) Means of Collection — The Secretary of Transportation must set procedures to collect these fees, and may use a federal, state, or local government department, agency, or instrumentality to help, reimbursing it reasonably for its services. (c) Use of Fees. (1) Account — An Underground Natural Gas Storage Facility Safety Account is created inside the Pipeline Safety Fund established under section 60301. (2) Use of fees — A fee collected here (A) must go into that Account, and (B) if tied to a section 60141 facility, can only be used for underground natural gas storage facility safety work. (3) Limitation — No fee may be collected unless spending it on that safety work has already been approved in advance in an appropriations act.
