This section directs the Office of Personnel Management to create a program allowing employees to contribute annual leave to an agency leave bank. Leave from the bank may be given to an employee who needs it because of a medical emergency.
Despite subchapter I and subject to this subchapter, the Office of Personnel Management must establish a program under which (1) an employee may contribute accrued or accumulated annual leave to the employing agency's leave bank; and (2) leave from that bank may be made available to an employee who needs it because of a medical emergency.
Notwithstanding any provision of subchapter I, and subject to the provisions of this subchapter, the Office of Personnel Management shall establish a program under which—
annual leave accrued or accumulated by an employee may be contributed to a leave bank established by the employing agency of such employee; and
leave from such a leave bank may be made available to an employee who requires such leave because of a medical emergency.
