This law makes certain Interior Department officers and employees disclose their financial interests each year. It applies to anyone who regulates mining in national parks and who has a financial interest in a person subject to that regulation or in a mining claim holder. The Secretary must set rules for these disclosures, exempt non-policy jobs if needed, and report to Congress yearly; violating the law brings criminal penalties.

(a) Written Statements. Every officer or employee of the Secretary who: (1) carries out a duty under this subchapter, or under an Act amended by the Mining in the Parks Act (Public Law 94–429), that involves regulating mining in the System; and (2) has a known financial interest either (A) in a person subject to this subchapter or to that amended Act, or (B) in a person who holds a mining claim within a System unit's boundary; must file a written statement with the Secretary every year, describing all such interests held during the previous calendar year. This statement is available to the public. (b) Monitoring and Enforcement Procedures. The Secretary must: (1) define what counts as a "known financial interest" for subsection (a); (2) set up the methods for monitoring and enforcing the filing requirement in subsection (a), including how officers and employees file their statements and how the Secretary reviews them; and (3) send Congress a report every June 1 covering the disclosures made, and any actions taken about them, during the preceding calendar year. (c) Exemptions. When writing the rules required by subsection (b), the Secretary may identify specific positions within the Department of the Interior that are not regulatory or policymaking jobs, and exempt the officers or employees in those positions from this section's requirements. (d) Criminal Penalties. Section 1865 of title 18 sets the criminal penalties for violating this section.
