submitted 20 years ago by Pub. L. 107-296 to r/title-6-DOMESTIC-SECURITY · 293 words · no verdicts yet
This law establishes the National Infrastructure Simulation and Analysis Center inside the Department of Homeland Security to model and analyze critical infrastructure for counterterrorism, disaster response, and risk mitigation. Other federal agencies with critical infrastructure duties must formally partner with it, including sharing information, so they can use its modeling and analysis capabilities.
(a) Definition. In this section, "National Infrastructure Simulation and Analysis Center" means the center already established under section 5195c(d) of title 42.
(b) Authority. (1) In general. The Department* contains the National Infrastructure Simulation and Analysis Center, which acts as a source of national expertise on protecting critical infrastructure* and keeping it running, supporting activities related to counterterrorism, threat assessment, and risk reduction, and to natural disasters, terrorist acts, or other man-made disasters.
(2) Infrastructure modeling. (A) Particular support. That support includes modeling, simulating, and analyzing the systems and property that make up critical infrastructure, to improve preparedness, protection, response, recovery, and mitigation. (B) Relationship with other agencies. Every federal agency* or department with critical infrastructure duties under Homeland* Security Presidential Directive 7 (or whatever directive replaces it) must set up a formal relationship with the Center, through the Department, including an information-sharing agreement. (C) Purpose. That relationship exists so each such agency can make full use of the Center's abilities — especially analyzing vulnerabilities and consequences — as far as the Center's workload and priorities allow, to respond in real time to reported and expected natural disasters, terrorist acts, and other man-made disasters. The Center's modeling, simulation, and analysis under this subsection must be given to the relevant federal agencies, including those with duties under Directive 7 or its successor.
In this section, the term “National Infrastructure Simulation and Analysis Center” means the National Infrastructure Simulation and Analysis Center established under section 5195c(d) of title 42.
There is in the Department* the National Infrastructure Simulation and Analysis Center which shall serve as a source of national expertise to address critical infrastructure* protection and continuity through support for activities related to—
counterterrorism, threat assessment, and risk mitigation; and
a natural disaster, act of terrorism, or other man-made disaster.
The support provided under paragraph (1) shall include modeling, simulation, and analysis of the systems and assets* comprising critical infrastructure, in order to enhance preparedness, protection, response, recovery, and mitigation activities.
Each Federal agency* and department with critical infrastructure responsibilities under Homeland* Security Presidential Directive 7, or any successor to such directive, shall establish a formal relationship, including an agreement regarding information sharing, between the elements of such agency or department and the National Infrastructure Simulation and Analysis Center, through the Department.
The purpose of the relationship under subparagraph (B) shall be to permit each Federal agency and department described in subparagraph (B) to take full advantage of the capabilities of the National Infrastructure Simulation and Analysis Center (particularly vulnerability and consequence analysis), consistent with its work load capacity and priorities, for real-time response to reported and projected natural disasters, acts of terrorism, and other man-made disasters.
Modeling, simulation, and analysis provided under this subsection shall be provided to relevant Federal agencies and departments, including Federal agencies and departments with critical infrastructure responsibilities under Homeland Security Presidential Directive 7, or any successor to such directive.
