Each year, the Treasury must pay college endowment funds to the states by October 31. State treasurers must then pay the colleges and report the details to the Secretary of Agriculture.

Each year, by October 31, the Secretary of the Treasury pays the states and territories their share of the college endowment and support funds under this subchapter. The Secretary of Agriculture authorizes each payment with a warrant. The money goes to the state or territorial treasurer, or another officer the state's laws name to receive it. That official must then immediately pay the money to the treasurers of the colleges, or of the institution for colored students, once the college trustees order it. By December 1 each year, those college treasurers must send the Secretary of Agriculture a detailed report on how much money they received and how they spent it. States and territories must give their legal agreement to the purpose of these grants before receiving them.
