1 U.S.C. § 102 — Resolving clause

This section sets the required wording for joint resolutions of Congress. Every joint resolution must begin: "Resolved by the Senate and House of Representatives of the United States of America in Congress assembled."
This section is not split into lettered parts. It says every joint resolution passed by Congress must open with this exact sentence: "Resolved by the Senate and House of Representatives of the United States of America in Congress assembled." This is called the resolving clause.
The resolving clause of all joint resolutions shall be in the following form: “Resolved by the Senate and House of Representatives of the United States of America in Congress assembled.”
