This chapter applies throughout the United States and in the District of Columbia, Puerto Rico, and United States territories and possessions.
Despite any other law*, this chapter applies to the several States, the District of Columbia, the Commonwealth of Puerto Rico, and the territories and possessions of the United States.
Notwithstanding any other law*, this chapter shall be applicable to the several States, the District of Columbia, the Commonwealth of Puerto Rico, and the territories and possessions of the United States.
