This section preserves the rest of the chapter if one provision is invalid and reserves the power to change or repeal the chapter and its charters.
If any provision of this chapter, or the application thereof to any person* or circumstance, is held invalid, the remainder of the chapter, and the application of such provision to other persons or circumstances, shall not be affected thereby.
The right to alter, amend, or repeal this chapter or any part thereof, or any charter issued pursuant to the provisions of this chapter, is expressly reserved.
