This section sets the Final Government Equity Redemption Date and rules for buying and redeeming class A stock. It also sets repayment, government-liability, and bylaw requirements.

(a)
(1)
(A) The Final Government Equity Redemption Date must be December 31, 1981, or no later than 10 days after the date the first law providing appropriations for fiscal year 1982—other than continuing appropriations—for the Department of Housing and Urban Development and Independent Agencies is enacted, whichever date is later.
(B) No later than 5 days after the Final Government Equity Redemption Date, the Secretary of the Treasury must publish a notice in the Federal Register stating the date on which the Final Government Equity Redemption Date occurred.
(2)
(A) Before the Final Government Equity Redemption Date, the Secretary of the Treasury must purchase all class A stock for which Congress has appropriated funds.
(B) After the Final Government Equity Redemption Date, the Secretary of the Treasury must not purchase any class A stock.
(3)
(A) On the Final Government Equity Redemption Date, the Bank must redeem all class A stock held by the Secretary of the Treasury on that date. In exchange, the Bank must issue class A notes to the Secretary of the Treasury on behalf of the United States. The total face value of the notes must equal the total par value of the class A stock that is redeemed, plus any unpaid dividends on that stock.
(B) From the Final Government Equity Redemption Date through December 31, 1990, at least 30 percent of the revenue the Bank receives from selling stock—other than class B stock or class C stock—must be used, when received, to retire class A notes.
(C) After December 31, 1990, the Bank must maintain a repayment schedule for class A notes that assures full repayment of all class A notes no later than December 31, 2020. This requirement is in addition to the requirement about redeeming class A notes in section 3014(c) of this title.

(b)
(1) The United States is not responsible for any obligation of the Bank incurred after the Final Government Equity Redemption Date.
(2) As soon as practicable after August 13, 1981, the Board must adopt bylaws to help speed up and coordinate the activities related to the Final Government Equity Redemption Date.
