No court may hear a claim based on the Attorney General’s refusal to hire private counsel for the specified legal services.
Despite any other law, no court has jurisdiction over a claim based on the Attorney General’s decision not to enter a contract for legal services under section 4241.
Notwithstanding any other law, no court shall have jurisdiction over any claim based on the Attorney General’s decision to refuse to enter into a contract for legal services referred to in section 4241 of this title.
