14 U.S.C. § 1154 — Procurement of buoy chain

The Coast Guard generally may buy buoy chain only if it is made in the United States and substantially all its components are made or produced there. It may buy foreign-made chain if the Secretary finds that the domestic price is unreasonable or that an emergency exists.
(a) Except as provided in subsection (b), the Coast Guard may not buy buoy chain that is not made in the United States or whose components are not substantially all made or produced in the United States.
(b) The Coast Guard may buy foreign-made buoy chain if the Secretary* determines that (1) the United States-made chain costs an unreasonable amount, or (2) emergency circumstances exist.
Except as provided in subsection (b), the Coast Guard may not procure buoy chain—
that is not manufactured in the United States; or
substantially all of the components of which are not produced or manufactured in the United States.
The Coast Guard may procure buoy chain that is not manufactured in the United States if the Secretary* determines that—
the price of buoy chain manufactured in the United States is unreasonable; or
emergency circumstances exist.
