This section gives the Secretary the stated authority over the matter identified in it. The authority is subject to the conditions stated here.
The Secretary may designate a limited number of officers of the Coast Guard as having particular expertise in—
military justice; or
healthcare.
An individual designated under this section—
shall not be included on the active duty promotion list;
shall be promoted under section 2126; and
may not be promoted to a grade higher than captain.
