14 U.S.C. § 2161 — Composition of boards

A board reviewing an officer must have at least three sufficiently senior commanders or higher. No person may serve on more than one board reviewing the same officer.
(a) A board convened under section 2158 or 2159 must have at least three officers holding the grade of commander or higher. Each must hold a grade higher than the officer being considered. (b) No person may sit on more than one board convened under section 2158 or 2159 to consider the same officer.
A board convened under section 2158 or 2159 of this title shall consist of at least three officers of the grade of commander or above, all of whom are serving in a grade senior to the grade of any officer considered by the board.
No individual may be a member of more than one board convened under section 2158 or 2159 of this title to consider the same officer.
