14 U.S.C. § 2735 — Coast Guard cross

The President may award a Coast Guard Cross for extraordinary heroism by a Coast Guard participant when the Coast Guard is outside the Navy Department. It applies in three specified enemy or armed-conflict situations.
The President may award an appropriately designed Coast Guard Cross, with ribbons and other parts, to a person serving in any Coast Guard capacity when the Coast Guard is not operating under the Navy Department, if the person shows extraordinary heroism that does not justify a Medal of Honor: (1) fighting a United States enemy; (2) conducting military operations involving conflict with an opposing foreign force or international terrorist organization; or (3) serving with friendly foreign forces in an armed conflict against an opposing armed force when the United States is not a party.
The President may award a Coast Guard cross of appropriate design, with ribbons and appurtenances, to an individual who, while serving in any capacity with the Coast Guard, when the Coast Guard is not operating under the Department of the Navy, distinguishes himself or herself by extraordinary heroism not justifying the award of a medal of honor—
while engaged in an action against an enemy of the United States;
while engaged in military operations involving conflict with an opposing foreign force or international terrorist organization; or
while serving with friendly foreign forces engaged in an armed conflict against an opposing armed force in which the United States is not a belligerent party.
