14 U.S.C. § 2737 — Silver star medal

The President may award a silver star medal to a person serving with the Coast Guard who is cited for qualifying gallantry. The Coast Guard must not be operating under the Department of the Navy, and the gallantry must occur in one of three specified conflict situations.
The President may award a silver star medal of appropriate design, with ribbons and related attachments, to a person who, while serving in any capacity with the Coast Guard, is cited for gallantry in action that does not warrant a medal of honor or Coast Guard cross, when the Coast Guard is not operating under the Department of the Navy. The action must be (1) against an enemy of the United States; (2) part of military operations involving conflict with an opposing foreign force or international terrorist organization; or (3) performed while serving with friendly foreign forces engaged in an armed conflict against an opposing armed force in which the United States is not a belligerent party.
The President may award a silver star medal of appropriate design, with ribbons and appurtenances, to an individual who, while serving in any capacity with the Coast Guard, when the Coast Guard is not operating under the Department of the Navy, is cited for gallantry in action that does not warrant a medal of honor or Coast Guard cross—
while engaged in an action against an enemy of the United States;
while engaged in military operations involving conflict with an opposing foreign force or international terrorist organization; or
while serving with friendly foreign forces engaged in an armed conflict against an opposing armed force in which the United States is not a belligerent party.
