submitted 44 years ago by Pub. L. 97-295 to r/title-14-COAST-GUARD · 231 words · no verdicts yet

in plain englishAI-generated · not legal advice

Congress must authorize the Coast Guard’s active-duty end strength and average training loads for each fiscal year before related funds may be appropriated. The President may temporarily defer an end-strength limit during war or a national emergency.

(a) For each fiscal year, Congress must authorize the Coast Guard’s active-duty personnel strength at the end of that year. Money may be appropriated for those personnel only if that end strength was authorized by law. If a war declaration or national emergency exists at the fiscal year’s end, the President may delay an end-strength limit for a Coast Guard military or civilian component for up to six months after the war or emergency ends.
(b)(1) Congress must authorize the Coast Guard’s average military-training student loads each fiscal year for (A) recruit and specialized training, (B) flight training, (C) professional training at military and civilian institutions, and (D) officer-acquisition training. (2) Money may be appropriated for training in those categories only if the fiscal year’s average loads were authorized by law.
