A federal rule about advance payments does not apply here. The Bureau of Foreign and Domestic Commerce can make advance rent payments for its foreign offices.
Normally, section 3324(a) and (b) of title 31 controls how and when the government may make advance payments.
This section says that rule does not apply to the Bureau of Foreign and Domestic Commerce. The Bureau may make advance payments of rent for its offices located in foreign countries.
Section 3324(a) and (b) of title 31 shall not apply to advance payments for rent of offices in foreign countries by the Bureau of Foreign and Domestic Commerce.
